The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are issued from multiple capitals. Immense energy is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capability provided through up-to-date information. From vantage locations, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are demonstrably unable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This cycle will, no doubt, continue.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
